Neftaly serves as the Ministerial Director for Latin Ministries of the Georgia-Cumberland Conference. He began his ministry in Columbia, his native country. In the United States, he has also worked with the Chesapeake and New Jersey Conferences.
Neftaly graduated from Antillian College in Puerto Rico with a Bachelor's degree in Theology. He went to Andrews University and graduated with a Master of Divinity degree in 1985 and a Doctor of Ministry degree in 2001.
Neftaly met his wife, Nancy, in Puerto Rico while he was attending school. Nancy currently serves as his secretary at the Georgia-Cumberland Conference. They have three children, Nixilyz, Wendeline, and Benji.
